It’s a reference to the fact that computer companies outsource their tech support to India.

In the Comics, the Fancies, the Fancy Brigades or the String Band Division?
Thinking of Sitting Bull as a “wench” (a man who dresses as a woman) in the Comic Division requires brain bleach!
Wenches were once common, as women were not allowed to march in the Mummers’ Parade until just a few decades ago. Wenches are still found in the parade these days, but only for comic effect.

As a grad student at a top-ranked American institution (which has a large percentage of Indian students), I find this hilarious. International students are even more likely than American students to stay around for the summer and be doing a lot of research, because it’s too expensive to go home and they don’t have a work visa to do an internship.
The summer is the most productive time of year for research, and “tech reports” are a form of basic research publication.
“Indian summer” as “tech report season” is to me, a description of what happens here in the warmest months of the year.
