If White person’s best friend happens to be Black, that’s not racist.
If the White person boasts of having a best friend is who is Black, that’s patronizing and, yes, more than a little racist.
If a White person says “Some of my best friends are Black!” in an attempt to downplay a racist statement s/he’s just made (or is about to make), it’s transparent, and cliched, and disingenuous, and altogether too common, but perhaps it is not racist per se.
