Never had that problem in airports or on planes, but the loud speaker at the plant I worked sounded a lot like that before and after the weekly alarm testing.
It’s the accent while talking with a mouthful of marbles that makes it hard to understand.. One would think.. those making public announcements (or the customer support desk) would be picked for their ability to speak clearly.. sadly, not.

Thought it was Welsh, but I think there’s too many vowels. The Welsh traded all their vowels to the French.
