If you really want to make sure everyone has a proper photo ID, why not issue a National ID card, issued to every citizen born in the USA. It could be updated every year for the first 10 years, then every 2 years from ages 10 to 20, then every 5 years thereafter. It would be created with the latest microchip and biometric technology, which may include fingerprint, retinal scan, and/or DNA. Those who become US Citizens would also be issued a National ID card and fall under the same guidelines. Legal foreign residents would be issued a Foreign National ID which would be updated annually.
