My cat goes both up and down ladders. This morning she spent a while near the top of the ladder that goes to the roof, sunning herself. When done, she just walked back down it. I’ve only seen one other cat do that.

Having four legs makes for greater stability. When walking an equine always has three feet on the ground which is a stable tripod. Humans must always be working to remain upright, even when not moving, while a horse can actually sleep standing up.The bipedal gate with its inherent instability also has much greater agility. If Phoebe could roller skate they could learn to use their individual advantages in a complimentary manor. If Phoebe learned a some gymnastic vaulting techniques, they could put on quite a show.
War horses had no problem with stairs. The most famous Hike battle in Japan was mounted, and going down a nearly upright slope. And the reason so many early churches in Jerusalem have these low doors is so that invaders couldn’t ride the war horses in and out of the church.

I think horses are probably physically capable of going down stairs, but don’t know it.
