I could be way out in left field, but here’s how it looks to me: Not all, but most of the people who wield power in government live in an ivory tower. The higher they rank, the longer they’ve been isolated from the rest of us, and the more power they have, the higher their tower. And, thus, the thicker their insulation from us, and the more nebulous their ideas of our realities. Most of them really don’t know much about how the rest of us actually live or think. But they’re sure that they do, and most of them think and act and behave and speak and rule accordingly.
