Uhhhh…no. The report did indeed find political bias. It specifically calls out 5 FBI personnel for bias and includes specific written quotes from their own emails, texts, etc, to prove the point.
What the report says is that the IG cannot document or prove that the personal bias of the agents was carried into their handling of the email case. Not that it didn’t happen, but that they found no written evidence to prove it.
