I suppose there are two different kinds of such responses to a crisis. One is to look for “an opportunity to to things you think you could not do before” in order to solve the crisis. The other is to make the crisis an excuse to do something totally unrelated that will take everyone’s attention away from the crisis – such as invading a country that has nothing to do with the crisis. Now that’s really taking advantage of a crisis.
