A real event (minus Uncle Henry). It started in 1978 when someone auditing the books for Stephen County noticed that they had paid in one year for enough material for bridge repairs to replace every bridge in the county…. 5 times.
Feds began investigating once it was realized that no real action was being taken at the county/state leve*l, and it broke wide open in 1981.
