I seem to remember that Henry Ford tried to build a “City of the Future” down there to house his rubber plantation peons, and it didn’t work out too well for him, either…
Maybe, as a city of the future, they are heavily dependent on solar heating of their water tank. If that is the case, it would take most of the day to heat the water.
