It's a senior management position. We need someone who can listen politely, and then say no.

So if you say Yes to the promotion are you disqualified?
It would be nice if it worked that way, but all too often new management, at whatever level, feels the need to change something just to prove that they have the power.
And it’s usually not a good change.
…and then fire somebody.
