Job placement, goals vs. achievements, and employment… all these things don’t have finite measuring tools. Carter didn’t create the Department of Education. It was already in existence but at that time it was known as the Department of Health, Education, and Welfare. All he did was separate the Department of Education from Health and Welfare, a practice he has done in Georgia when he was Governor. The person who created the agency: Dwight Eisenhower back in 1953.
Kennedy Co-Sponsored NCLB, he didn’t Co-write it. There is a difference. The War Shrub administration wrote the stupid thing so his brother who runs a testing company could make millions.
Funding was stopped by Reagan in the same manner he did with California. This is a man who said in essence that he, “will not fund the education of an individual who is going to protest my policies.” Every wonder why Republicans hate education for the middle class? Cause if people found out what was really making them poor then they’d know who NOT to vote for.

Corporations won’t stop using private planes even if they lose the tax deduction that has benefited them. Ergo, this cartoon is misleading.
