That’s the Kenyan president Mwai Kibaki.

This still has to do with the violence that broke out in Kenya’s elections almost 2 years ago, leaving over 1100 dead. The “impunity” probably refers to the fact that the alleged perpetrators - named in the Waki Report - have been exempted from prosecution. Absolutely no-one has been prosecuted for the instigation of the violence. The 2nd panel perhaps means that the Kibaki has now also placed himself amongst those with immunity.

Since Kenya has failed to set up tribunals to prosecute those named in the Waki report, the International Criminal Court is being called in to assist. Not entirely sure who is in Kibaki’s pocket in the 1st panel, perhaps Amos Wako, the Attorney general, or one of the main culprits of the violence?

^^ I’m not sure about Gado’s sidekick. I’ve wondered about him myself. Seems all three have the sidekick (Gado, Toles & Oliphant). Who came up with it first?

Can’t help wondering when the International Criminal Court at Den Hague will be brought in to assist in the trials of those responsible for the wars on Iraq and Afghanistan, as perpetrators in places like the US and the UK will obviously never be brought to trial in those countries….
