1607, when was that? It was even before Quebec City was founded (Acadia had been fouded for three years though, nyah nyah nyah!)
CF, Jamestown Virginia was settled in 1607 and a “tax” system was written in it’s charter, payments to the London Company. Seems there’s evidence of the first settlers complaining about it.
