The Obamas have plenty of money of their own (book sales); they don’t use taxpayer money for their personal purchases. Find something else to gripe about.

Oops, I’ve just realised I had misread the cartoon’s intent. “I have not yet begun to fight” is a John Paul Jones quote.
I vaguely recognised the stance shown in the ‘toon as being from some famous portrait but thought Napoleon at 1st.
