I worked for Navy Civil Service for a while. There was a guy who was supposed to interpret regulations for our operation. However, he was not a lawyer. To cover himself, every report he issued was so full of “on the other hand” and disclaimers that they were useless. Because it was Civil Service, he couldn’t be fired. They put him away in his own office, stopped reading his reports and generally paid him to stay out of the way.
