Refugees ARE a serious political problem. But they’re also an economic problem. And a health-care problem. And a housing problem. And an education problem. And… And it’s not possible to convert problems to opportunities without (back to) enough money, appropriately allocated.
And yes, as @Odon gets close to: They’re a problem BEFORE they refugee out, too.
