If I thought turning down a booster would make it available to a poor person, I wouldn’t consider it. However, distribution is a great deal of the problem, just like it is for food.
This is not an either or situation. The rich countries and rich pharmaceuticals can give “effective” vaccines to the world AND also make boosters available for those who need them. But it’s always about who’s getting paid and who’s winning and losing that stops up the processes.
