We, (Lockheed) gave them a grand gift of rocketry and astral navigation info when Lockheed aided, with the US governments permission, to help the Chinese with their benign weather and communication satellites, some years ago. The info was in the aid packages about weather satellites. The Chinese had been working to solve the problems, unsuccessfully, for their military rockets on a parallel path, elsewhere.
