Is the disgruntled guy in the third panel the same one who cut the line or the one who complained about that guy?

I don’t get it.

I think it demonstrates that the “complainer” cannot enjoy heaven because of his negative attitude.

I read it as the grumpy person was given something to complain about; heaven, for him.
