Broadcast (over-the-airwaves) TV is still subject to the same rules as broadcast radio (AM & FM). They can be regulated for content because they are licensed as limited resources by the FCC. But stations that are delivered only over cable are not broadcast over the airwaves, so cable stations are not bound by the same rules, and whatever compliance they adhere to are their own internal policies, not FCC rules.
