@Roberta Ates, the point behind the cartoon is the endless finger-pointing that the Repubs did when Obama made the statement about flexibility after the election. He wanted to discuss the missile defense program and knew that Repubs would whine and say he was weak. BTW, Medvedev was Russian president at the time.
What Russia and Putin have with Trump is the U.S. withdrawing from agreements with allies, Trump actively promoting propaganda (lies) about what Russia was doing in Afghanistan, he blocks sanctions against Russia and North Korea while the deficit is exploding.
