Simple solution, all doors except one entrance would be exit only with alarms and cameras on the doors. EVERYONE including the parents would be notified that anyone opening said doors without an emergency would be expelled for two weeks, NO exceptions. Entrance would have metal detectors and two armed guards that would have cameras and monitors of the approach to the door. They do this in a few inner city schools and it works.
