OK… So looking at the picture of the kite on the ground, it does not have a ‘bow’ built into it. With out the bow, the kite will not fly. The bow causes the kite to lift and become stable in the wind. When I was younger, I knew a girl that was trying to fly a kite without a bow. she could not get it to climb. The kite acted like C.B.’s kite in this comic (minus the tree). I took a piece of the string and put in the bow. It went up without running.
