The 2016 Russian invasion of the United States was a foreign attack on U.S. soil, like 9/11.
While the number of deaths from the 2016 invasion will not be known until we see what wars Comrade TRUMPski (the Manchurian Candidate) initiates as distractions when scandals erupt, or how/when he pushes the nuclear button, the 2016 invasion combines elements of 9/11 and Watergate, in which (like 2016) the Democratic National Committee was broken into. In June of 1972 it was traitor G. Gordon Liddy physically breaking into the DNC offices. In 2016 Comrade TRUMPski did it digitally, and OUTSOURCED it to cheap foreign (Russian) labor.

Yes, a forceful response would give legitimacy to a couple dozen rag-tag malcontents, causing tens of thousands to flock to the al Qaeda flag, and to create a major cultural and religious war. Well done, Bush.
A useful prevention would have been Little Bush reading and acting on the August PDB that warned that 9-11 was in the works and planned for early September instead of him running off to play on the Texas set for another photo-op. This coupled with why was the information from FBI field agents reporting that flight schools had warned that the Saudis taking flying lessons were only interested in how to take control of large aircraft, and navigate them toward various buildings in NY and DC lost along the chain of command to the FBI top managers in Washington? One has to admit that the results of the above sure did create a distraction to the horrendous governing from Cheney and Little Bush and set up one of the biggest messes the US has created yet, an endless war in the Middle East. Chances are Trump will possibly trump that with a war against Iran. This installed president will definitely need all the distraction he can generate when Mueller does the big dump.
