In order for it to qualify as harassment, it has to be unwelcome, related to a condition of continued employment, or be severe or pervasive enough to cause a hostile work environment. Wanting guys to think you’re hot doesn’t qualify as any of those.
Where to draw the line? For women it’s fashion? For men it’s invitation? How to tell the difference? Therein lies the conundrum. It’s a smile hello? Or it’s a smile invitation?
Woman to woman: NO, it is not. “Hot” means sexually desirable. Why are you trotting out your sexuality publicly if you are not intending for your body to be a public commodity?
I really don’t see why a person can’t look the way they want. As long as they fit the professional standards, they can look as hot as they want. Still doesn’t give anyone a right to harass.

The situation is likened to the dime store sign, “You may look, but don’t touch.”

I get so tired of the “Look what you made me do” excuse when it’s really lack of self-control and self-respect.

It’s easy to dismiss sexual assault when one isn’t a potential victim and is utterly clueless concerning how it happens.
