Kim is not going to attack anyone, because he knows what the response would be. This weapons program is defensive, to protect the regime from a US attempt at regime change, as in Iraq and elsewhere. The US position should be “We are not worried by North Korea, which does not present a credible threat to us or our allied. What does pose a threat in the long term is the very existence of nuclear weapons, ours included and we will work with the world community to get rid of all nuclear weapons.”
Among the many things of this matter that bothers me is where is China in all this? They6 have failed spectacularly in stopping NK from getting both nuclear weapons and the missiles to launch them. At the first sign China should have swooped down closed the country and murdered all its leadership. That would how they use to work. Ruthless efficiency. But now nothing of any consequence. They too are under threat from NK’s nukes. I hope Japan has a secret project for anti-missiles and nuke warheads to retaliate after stopping NK’s attack on them one day.
