I really knew of an intersection near where I use to work that needed a stop light and in order to get one they had to have had a certain number of fatalities before it was serious enough to get the darn thing installed.Accidents without people dying wasn’t enough – and there were plenty of those.Sadly – over a few years enough people died to meet that goal and the light was finally put in place.
Even with stoplights accidents will happen. I saw once, in California of all places, an intersectional bang-up wherein the one car had Massachusetts plates and the other Florida. If you know driving practices in those places you can see how that one happened just from the given data.
At another time I was walking and came upon an accident at a busy corner with a stoplight. Both drivers were yelling that they had had the green. I stood there for a number of cycles and watched the lights and, sure enough, every seven cycles lights both ways were green for a whole second. The city had a repair crew out there before I had walked out of sight.
I understand that it’s not just a matter of saving tax dollars. Cities worry that too many consecutive stoplights will make people impatient enough to break the law.

This summer, the university I attended as a student put in another stoplight. So now, campus is up to … two of them!
Yeah—a small campus, but really cool.
