    The waiter is stating that Templo is correct: in this instance, it is a contraction for ‘The Chef is special.’ Pepper and others are correct that it could also mean ‘The special food dish prepared by or for the chef.’Which means Bargrove is also correct: it’s a pun with more than one meaning – and maybe it’s intentional on the chef’s part (here, the apostrophe s is possessive), or maybe the waiter just thinks the chef’s a special person (here used as a contraction) and so claims that’s what it means.
