Since this is from 1982, I assume he’s referring to Fernando Valenzuela.

Looks like the ball bounced on the pitcher’s rubber. If that is the case, then either someone who should have told Binkley that the pitcher must step on the rubber to make the pitch did not do so, or Binkley missed that part.
