The scrapbook won’t have been in the water. The bear had it just before he went to rescue Hoogy. He likely set it on the ground, where he’s picking it up from now.
Yes, it is a comic strip. Only Hoogy was overcome by smoke, and that bear is the smartest of all bears. In real life we would be concerned about Hoogy’s unborn baby, but this is a comic strip and a delightful one at that.
