I didn’t get it at first, until I realized: that little block of text under the headline on the phone is the entire story. But no worries, because that same bit of fragmentary info will be repeated ad infinitum.
Although I must sadly also admit to possibly also being a part of the problem for even answering the postS of such as yourself. I have also very sadly noticed that some of our more even handed posters such as RT very seldom even bother with such answers anymore!!

South Carolina has NO “hate crimes” on it’s books, and it is NOT REQUIRED in other states to actually report “hate” crimes when they do occur.
Hate GROUPS have increased considerably since 2000, and stepped up since 2008, oddly enough.

I think the comic is about the fact that how news is delivered over time has changed but the news has not.
