Usually, it’s a bunch of other balled up towels and ,uh… other “assorted mess” lying near and around and on the top… – And in that case, it’d be more of a “goal tending” situation….
There was a cartoon that went around years ago meant to be hung in the men’s room showing a guy doing a jump shot with a paper towel wad. The caption read “Police your own rebounds.”
I suppose it’s one way to encourage people to wash…and then dry…and then sink the free throw!(But of course you’d get a bunch of brats just yanking out the towels to throw them.)
