It’s not that he’s cheating. Just “jump the gun” – too excited to throw his hat in the ring. In a race if you jump the gun, everybody lines up and starts again, but you only get so many chances before they disqualify you.
These clowns have all been “running” for months, just doing it in place, waiting for stupidity to thin the herd as the more eager, and ego-driven, push off the blocks.
