If we could get Congress to actually fix the tax code we could make it a reality. Get rid of special interest breaks, inversion and put in a system where other countries can’t game the system to entice companies to park money off shore. Congress could actually do this if we could ever figure out how to get them to actually do work again solving real problems.
Unless the new congress can get enough Dems to help provide a margin that will withstand a veto, king barry will kill it. But, with or without Keystone, tar sands oil will be refined one way or the other. Keystone is just a transport.
With the way the International oil market works, it doesn’t really matter where the finished product winds up. It just removes part of the load somewhere else.
I was referring to the “end result” not the process it takes to get there. Once it pours out the end of the pipe into the giant lake, it doesn’t matter where it came from. It’s all just consumer supply.
Assuming it pours out the end and doesn’t leak on the way. Oil pumpers have habit of, when the pressure drops from a leak, turning up the pressure to fix the problem. And we’ll be happy to pay for the cleanup while the Koch’s pick up the profits.
With “conservatives” respect to Obama, “no good deed shall go unpunished”, or credited to him. While every lie that got us into wars, and crashed the economy in 2008, is praised as the smiliest, kindest, face of all.
Markets, all markets, now pretty much move based on “futures”, whether the commodity is grain, or future profits from reduced regulation included in the 2015 continuing resolution, or the “Defense” Authorization Act, giving HUGE benefits to corporate America, and those ripping off all the natural resources represented by the eye of Mr. Sunshine.

Sounds an awful lot like the same scheme worked out by the Department of Energy and the Obama reelection campaign managers.
