How about in April 1995 when President Clinton started the programs? They used “Rendition” on Al Qaeda terrorists sending them to Egypt for “Interrogation.”
In ’Nam we had these little cards defining the basics of the Geneva Conventions, to which North Viet Nam was not a signator, but we were. This report is nothing new at all, what it reveals is how, and why, ISIL can feel totally, morally, justified for THEIR treatment of prisoners; Bush (or throough his bootlickers) said it was legal.
