In what part of the Commonwealth is this facility located? Unless it’s being pretentious (which is entirely possible), it’s using the British spelling of the word “center.”
There’s a place in NYC that’s almost that compact – it’s called Lefrak City, in Queens.
KM, also “counselling” is British spelling. :)
