Do you remember back in 1964 or 1965 there was a strategy proposed that the South Vietnamese government (such as it was) should concentrate on maintaining its power in enclaves (as they were called). That was more or less an admission that the government couldn’t govern its own territory. How about the Sauds? We sold them billions of dollars worth of military hardware, and they certainly have the money! And the Kuwaitis? How about some of these leading mid-east nations taking the lead? The U.S. should take a time-out on this round!
