Actually it makes more sense. Dogs are always hungry & to go ousidet they are supposed to be leashed. We know they have leash laws from the leash parking places outside the cafe.
My doggy door goes to a fenced back yard also. The dogs and the cat love it. If they could install doggie doors on the fridge and cupboards they’d be in doggie heaven.
