Legislatures, at all levels are “graded” for “effectiveness” on how many bills they pass in a session. This IS irrelevant to reality. They need to be judged on QUALITY of what they pass, not QUANTITY. The complaint against long-winded bills IS justified, because in the U.S. House under Republican control, the “average” bill they’ve put together has been about 88% “riders”, or clauses having nothing to do with the alleged purpose of the bills, and everything to do with paying off their political contributors. Democrats aren’t hardly innocent, but since Reagan started the idiot flow revolution, the massive abuse of the American people, in favor of corporations and the wealthy few, has come, from the right.
