No, you look again. In panel 4, the word balloon, “My mother says I can’t leave the house this weekend until I clean my room thoroughly.” is spoken by Emmy Lou. The arrow from the balloon is clearly pointing to her. In panel 5, the word balloon “My mother says my room is in a mess, too.” is also pointing at Emmy Lou. Why would Emmy Lou make the first statement (P4), then say it again ending with the word “too” (P5)?

Looks like a little bit of a mixup with the word balloons in panels 4 and 5. Emmy Lou is saying the same thing twice.

It’s called the “We were your age once” syndrome. Emmy Lou, Alvin, Taffy and Gregory will do the same thing in 20 or 30 years.
