They had a lot of time to read the original bill, or have staff do it, but didn’t, and kept adding riders at the last minute. BTW, on “average” only 1 in 100 pieces of legislation are actually read all the way through, or even to get full understanding of the consequences by more than 1% of Congress, House, or Senate.
Ah, the old “didn’t read it” claim. Because legislators don’t have staff and because they personally DO go through every word of every law except this one.
