Roger bought the dog. He’s the one who should be keeping it and training it, not foisting the job on Shirley. The kid is too young to care for and train a dog without instruction. He can see it when he visits his dad.
Maybe Shirley’s upset because she doesn’t understand Garfield as well as the new dog does.
