When an old process/method is reviewed again (to see if it will perform better than the current practice) in engineering, unlike politics (and American sales/marketing), there are detailed objective measurements to let us know if we are heading in the right direction, not just gut feelings and strong rhetoric (or advertising).
I will point out that tariffs in the 19th century made the US an industrial powerhouse in the 20th century because of how much local factories had to grow.
