I am pretty sure most casual golfers will start the game with a “mulligan on the first shot” (meaning first shot on the first hole) only. But since his game is meaningless, he is welcome to not count strokes as long as he doesn’t brag about a score he didn’t earn.

Played with some golfers who took “secret” mulligans, when you score 9 shots and declare 6, is out and out cheating!
I called them on it and they get very defensive.
I made sure I never played with them again!

I shot competition with a military rifle team. A competitive sport, grounded in a survival skill. No mulligans.
