Actually, it is a combination of many conflicting policies and regulations from all sides. Most are intended to help one way or another, but they usually get in each other’s way such that mayhem and jerry rigging ensues to try to make things work.
It is more a case of creating familiarity. By having certain drugs on hand it is easier to create a “habit” of thinking of those brands first.
