I remember Rags well. He may be the prototype for all robot dogs. Chances re Arf is just making a wisecrack and it’s not to be taken literally. But Data may be the right guess…

Perhaps they should be asking a different Ferguson personality if his sidekick robot, Geoff, could attend and do Takei’s voice. That may be as close as they get.
