In world Norm is envisioning, the plane would land at a
airport, and while the passengers are deplaning, if the
plane wasn’t departing for a few days, mechanics would be
scavenging parts to get the next plane to depart ready
to be ready to depart. Welcome to the new Millennium.

Military policy is that uniformed service members and their dependents can fly (for free on most flights) on any military transport craft in which there are seats still available after all required personnel and cargo are accounted for.

This is done as a perk so that they can travel on the cheap, and so it serves as a morale booster.
