Perhaps those quarter moons are supposed to resemble "C"s?

Outhouses used to be marked with a star for the men’s and a crescent moon for the women’s. But since the men rarely took care of their facilities, the men’s outhouses fell into disrepair. The men then just used the women’s, so now the crescent moon is the “universal” symbol for a unisex outhouse.

This shot of Paul was taken at one of the first out door rock concerts.
