It’s actually called a “reserve”, and if REPUBLICAN administrations since Reagan had built sound budgets, not started stupid “wars”, like Grenada and Panama, and Nicaragua, not just Iraq (our actual longest war, from ‘91 til the still present, actually) and Afghanistan (our second longest war) and not including those costs, or the REAL cost of “defense” in the published budgets, or cut taxes to a ludicrous effect, for a few, we’d HAVE a balance, if not a “rainy day” reserve.
